Operational Assessments

An operational assessment is a review of overall functions and resources of the existing organizational systems with the intent of answering the following questions:

​

• How well is the current system working?
• Are existing services and programs used to their fullest extent and effectiveness?
• Are there apparent gaps in services and programs?
• Are cases processed through the system in a timely and efficient manner?
• How can the system do a better job?

Operational assessments include the physical plant; staffing supervision of staff, customers, and consumers; policies and procedures; life, health, and safety issues; monitoring performance,
aggressive problem solving, and continuing documentation. A strategic planning process benefits any organization by defining strategies, or direction, and making decisions on allocating resources to pursue the strategies. An important part of the planning is allowing for staff from all levels and disciplines to provide input and for those staff to understand the decision, goals, and strategies selected. Once needs are identified and prioritized, the process focuses on meeting the goals of the work plan and ongoing communication up and down the command structure and
across disciplines to ensure the organization’s success.

Staffing Analyses

Adequate staffing is a key element of effective operations. A staffing analysis helps agencies determine their staffing needs in a systematic and easily understood way that considers factors such as mission, facility design, staff absences, activity schedules, standards and legal requirements, population characteristics, and the types and levels of services provided to consumers. Recommendations include strategies to maximize the effectiveness of current staffing, as well as strategies for effectively communicating the staffing report to multiple audiences.

Threat Assessments

A threat assessment is a fact-based, systematic process designed to identify, inquire, assess, and manage the threat by implementing an intervention, supervision, and/or monitoring plan to prevent harm where possible, and to reduce and mitigate the impact of the situation. A threat assessment can assist communities, organizations, and businesses in identifying and intervening with a wide range of troubling or potentially violent situations.


The vulnerability assessment resembles the traditional security survey. We identify and characterize vulnerabilities related to a specific site or event, its specific assets (if any), and undesirable events in connection with it. While conducting the assessment, we look for exploitable situations created by a lack of adequate security, by personal behavior, commercial construction techniques, and insufficient security procedures. A vulnerability assessment focuses on the facility, policies, and procedures, not individuals.
